GANDERBAL, FEBRAURY 10: The Administrative Secretary, Planning Development & Monitoring Department (PDMD), Dr. Raghav Langer today conducted extensive visit to District Ganderbal and reviewed the progress of various schemes/developmental projects under implementation in the district.
The review meeting was held in the Conference Hall of Mini-Secretariat Ganderbal in which all District and sectoral officers were present.

At the outset, Secretary congratulated District Development Commissioner Ganderbal, Shyambir and his team for getting award at UT level. While reviewing the progress, Secretary appreciated district administration for its progress in various sectors.

While taking review department wise, the Secretary directed all the officers to work with same team spirit and prepare future strategies in such a way that the district becomes self-sufficient, and perceptible change is brought and sensitized all the officers that the district is an effective entity for work and contribution in their respective fields.
The DDC presented a detailed picture of the developmental scenario of the District through a power point presentation.

During the course of deliberations, the Secretary was apprised about the initiatives started by District Administration to achieve 100% enrolment of out of school children. The Secretary desired to start bridge classes for the newly identified/enrolled students under Mashal-e-Gaash programme, an initiative by the district administration to achieve cent percent literacy rate and directed to focus on learning outcomes for improvement of education standards at various levels in light of New Education Policy.

It was stressed upon all the Officers to improve the service delivery mechanism in order to provide quality services to the common people especially District Social Officer was asked to conduct door to door campaign to make common people aware about the welfare schemes launched by the Government. It was also desired to display the help line numbers at main places so that the needy people can seek help from the Agencies/Departments as and when required.

The Chair directed Superintending Engineer, Jal Shakti, Circle Ganderbal to expedite the pace of work on approved Water Supply Schemes /Projects and utilized the available funds so that drinking water facilities are provided to the rural population. Besides, it was advised to cover the left out households under JJM.

The Officers of Agriculture & allied sectors were directed to put in all efforts for increasing the productivity and ensure market linkages in order to benefit the farming community. Further, Chief Animal Husbandry Officer, Ganderbal was directed to coordinate with the NRLM for formulation of dairy collection centres by registered Self Help Groups.
While reviewing the progress of Fisheries department, Assistant Director Fisheries apprised the Secretary that two units under FIDF (Fisheries Infrastructure Development Fund) are in progress in District Ganderbal, one unit namely K2 Aquaculture (RAS) has been sanctioned for Rs. 47.00 Crores and another unit with the project cost of Rs. Rs. 7.00 crores is likely to be sanctioned and the Trout Fish production, after the completion of the projects, will increase by 1000 tonnes per annum in District Ganderbal. The District has been ranked as No. 1 District in J&K in the implementation of PMMSY Scheme at PMMSY portal and efforts will be geared up to maintain the status and make District Ganderbal capable of exporting regular consignments of frozen Rainbow Trout to various countries besides catering a considerable niches of Indian market.

Under National Rural Livelihood Mission, Secretary directed to provide suitable space for establishment of Rural Haat on permanent basis at each block headquarter and two at District Headquarter and also desired to explore the possibility for establishment of e-platforms to strengthening e-commerce mechanism.

The progress under District Capex Budget, Languishing Programme and BTV was also reviewed and it was informed that against the availability of Rs 10769.11 lakh, Rs 9414. 92 lakh (87.43 %) has been utilized under District Capex Budget upto ending January, 2023. Out of 762 No. of works targeted for the CFY 602 works have been completed so far.

Similarly, under languishing Programme 75 schemes are approved for the district, out of which 29 schemes have been completed till date. With regard to Back to Village 132 No. of works under B2V1 and 222 number of works under B2V2/B2V3 are completed.
Later, Secretary inspected some developmental projects along with District Development Commissioner, Chief Planning Officer and the officers of the line Departments like construction of Accommodations for Migrant employees coming up at Baba Deryadin and Wandhama Ganderbal and Wayil bridge constructed over Sindh Nallah.

During the inspection of Transit Accommodation being constructed at Wandahama with a cost of Rs 23.04 crores, Superintending Engineer, R&B Circle Ganderbal has assured that four blocks shall be completed by end of February, 2023 and one block will be completed by end of March,2023 and the remaining blocks shall be completed by Sept,2023. He further informed that DPR has been revised as per the typical design for an amount of Rs 29.00 Crores which is under process and shall be submitted to Department of Disaster Management, Relief Rehabilitation & Reconstruction (DMRRR).

Besides, the DPR for allied works like compound walling, security pickets and security residence, community shopping hall, internal pathways, parking, drainage work, lighting and landscaping has been prepared for Rs 7.00 Crores which has submitted to DMRRR.
The Secretary directed SE, R&B to pursue the matter with the concerned authorities and get the DPRs approved for completion of the project within stipulated time.

During the inspection of Two Lane Bridge at Wayil coming up with a cost of Rs 23.04 crores over Sindh Nallah, SE R&B Circle Ganderbal informed that additional funds are required for approach roads for compensation purposes for its early completion. It was also informed that Chief Engineer, R&B Kashmir agreed in principle to release the required funds. The Secretary also directed to complete the Black topping of the approach roads as early as possible, so that the Bridge is thrown open for traffic.

Later, Secretary inspected the Transit Accommodation being constructed at Bab-Daryadin with a cost of Rs 23.4395crores, SE R&B Circle Ganderbal has informed that out of 12 blocks seven are at truss level and 5 are at roof level and has assured that eight blocks shall be completed by ending July, 2023.

The Secretary directed SE, R&B to pursue the matter with the concerned authorities and get the DPRs approved for allied works as early as possible.

The Secretary directed Chief Planning Officer, Ganderbal to hold weekly review of the progress made in respect of both the transit Accommodations and ensure that projects shall get completed within the stipulated time lines.
