B2V3 arrangements finalized; 151 visiting officers to visit Bandipora Panchayats

BANDIPORA, OCTOBER 01: Deputy Commissioner Bandipora Dr Owais Ahmad on Thursday finalized the arrangements for the implementation of third phase of Back to Village Program (B2V3).

          While addressing a Press conference here today, Deputy Commissioner said that 151 gazetted officers have been designated as visiting officers who shall visit 151 Panchayats of the district.

He said the program will be held in three phases starting from October 02 with each visiting officer spending three days in Panchayat to assess the developmental needs and review the implementation of developmental works.

          He said building on the foundation laid by earlier phases of Back to Village Programme. The third phase has been planned as an action edition with its focus on implementation and execution  of works taken up in earlier phases. He said B2V3 will aim to address greviances and needs by concrete action on the ground thus making it more ambitious and action oriented.

          Dr Owais said the deployment of 151 visiting officers have been completed. Principal Secretary , Three directors, one chief engineer besides other gazette officers shall also be deployed in Panchayats   of the district. He said the training of all the visiting officers and supporting staff has been completed and booklets of the action  taken reports of B2V1 and II  have also been distributed.

          Dr Owais said Rs 10 lakh has been sanctioned for each Panchayat for completing the ongoing works while Rs 20 thousand has  also been sanctioned for each Panchayat for distribution of sports kits among youngsters.

          He said 153 works were taken up for execution in earlier phases of Back to Village at the cost of Rs 14.77 Cr in conversion mode with MGNREGA and 14th FC out of which 86 works have been completed while 67 works are in progress.

          DC Bandipora said the B2V3 was preceeded by a three week Jan Abhiyan  (Awami Muhim) that focused on three concurrent and interconnected goals including Public Grievances redressal, Public Service delivery and Delivery of Development on  Ground. He said the B2V3 is also an occasion to assess government functioning and service delivery through an unprecedented proactive government –PRI interface.

          Dr Owais urged the people to become part of the upcoming B2V phase-3 to reap the fruits of this massive development campaign launched by the Jammu and Kashmir Government. “Jan Abhiyan and Back to Village programmes have been launched with the purpose to reach out to the people at their doorsteps to listen to their grievances and know about their developmental aspirations. It also aims at to further empower the PRIs by way of providing them funding, staff and necessary training,” He added.

He urged upon the people to participate with same enthusiasm to register their demands as the main aim of the programme is to understand the difficulties of the people and to ensure proper disposal of all such grievances.
