GANDERBAL, JULY 27: Secretary Culture, Zubair Ahmad today chaired a meeting to take the first-hand appraisal regarding the progress on various developmental projects in Ganderbal district.
The meeting was attended by District Development Commissioner Ganderbal Hashmat Ali Khan, SSP Ganderbal Khalil Poswal, ADC Showkat Ahmad, ACR, CPO, ACD, Director Animal Husbandry, Joint Director Education, SDM Kangan, Deputy Director Tourism, SE PWD (R&B), SE Hydraulic Circle Ganderbal, Heads of Several Departments, and other concerned.
On the occasion, the DDC presented a detailed account of various developmental works under different sectors and briefed the chair about the progress on the implementation of several projects. He also briefed about physical and financial achievements made under different schemes and flagship programmes.
Meeting also reviewed the status of various languishing ongoing projects which include construction of Dak Banglow at Fatehpora, construction of motorable bridge over Nallah Sindh at Bamloora, Yechama Kangan Bridge, Bridge at Akhal Kangan besides polytechnic College at Hatbura, construction of DIET building at Nunnar, construction of Degree College at Kangan etc. He impressed upon the officers to speed up the pace of work on these projects and directed to work for speedy clearance of the projects languishing because of delay in one or other reasons.
The secretary who is also In-charge Secretary Ganderbal stressed for regular monitoring of works and directed the district heads to meet the targets and strict to set timelines for the completion of vital projects in the district.
While reviewing various sectors, he urged the officers to work in close coordination so that the bottlenecks that hinder the implementation of works are removed at an earliest.
While reviewing the Solid Waste Management Projects in the district, it was given out that 25 Kanals of land has been identified at Kohistan Colony Safapora for establishment of SWMP. He directed to expedite the work for early establishment of waste management projects.
To give fillip to the agriculture and allied sectors in the district, DDC informed that an action plan has been formulated for 2019-20 and several projects including establishment of grape model village, cherry model village and refrigerated vans for transportation of perishable fruit crops will be taken up under this action plan.
Secretary stressed the officials of Horticulture department to generate awareness regarding the major schemes and latest modern and scientific techniques in Horticulture industry to improve qualitative and quantitative increase in Horticulture production. He also emphasized on providing utmost support to orchardists community for achieving goal of self-sufficiency in the sector.
While reviewing the status of Pandach-Beehama Road widening, the Secretary was informed that Rs 53.03 crore is required for land compensation, out of which only Rs 6.35 crore has been released. The DDC sought his intervention for release of land compensation amount to speed up the work and to avoid cost overrun.
The secretary also took stock of identified vacant school buildings in the district and was informed that 35 buildings are vacant for which he stressed to utilize them for other purposes including setting up of infrastructure of revenue offices and Aganwardi Centers.
While reviewing the basic minimum facilities at Government schools, he appreciated the Ganderbal district administration for achieving the 100 % target of basic facilities to all the schools of the district.
While urging for publicity of centrally and State sponsored welfare schemes, Secretary directed the concerned to organize awareness camps at block level besides frame calendar in coordination with the line departments to make general public aware about these schemes by taking the Panches and Sarpanches on board.
He also directed the CEO Manasbal Development Authority to start massive sanitation drive in and around the Manasbal Lake in coordination with MGNREGA through convergence program and urged for adventure tourism in the district including trekking, rafting and other activities.
While reviewing the industries sector, the Secretary was informed that 314 units are registered and have generated employment for 1755. To further expand the industrial sector to meet the increasing demand he was informed that land measuring 100 kanals have also been identified in Ganderbal for establishing small scale industries.
Emphasis was also laid on the removal of encroachments from state and Kahcharai land. He asked to prepare a list of prime encroachments including that of commercial establishments so that eviction can be started at earliest.
Later, Secretary accompanied by DDC along with team of district officers visited several ongoing languishing projects including District Hospital, Bobsipora Bridge, Wayil Bridge, Degree College Kangan and Tangchatri Bridge to inspect the pace of work on these projects. He directed the executing agencies to expedite the pace of work so that these vital projects are completed within stipulated time frame.
