Srinagar, Mar 31 (GNS): District administration Kupwara has ordered for conduct of enquiry even as stripping of financial powers of a Sarpanch in a Handwara village over non-clearance of T+8 module within prescribed time period.

An order in this regard by Assistant Commissioner Development, Kupwara, a copy of which lies with GNS, reads that the Development officer Rajwar received a complaint that Sarpanch Lachampora is not clearing the T+8 module regarding the works within the time frame.

“Accordingly, the BDO vide his order number BDO/RZ/Estt.1021-26 dated 07.01.2023 constituted an enquiry team to enquire into the matter”, reads the order.

The committee, it reads, submitted its report on 24.01.2023 and the same has been forwarded by the Block Development Officer, Rajwar, to the official of undersigned (ACD Kupwara) vide his letter number BDO/RZ/2022-23/1317 dated 29.03.2023.

“After preliminary enquiry, it has been found that Halqa Lachampora is one of the reasons for delayed payment in respect of Block Rajwar, as FTOs in T+7 is pushed in time but unfortunately are not pushed for payment in T+8 module of the said Halqa Panchayat.”

“As per ground inputs that there is a political tussle between the two factions of the said Halqa Panchayat, which has now become a general nuisance and an impediment for development works in Panchayat Lachampora”, the order reads adding “As per the report of BDO Rajwar, the concerned Secretary Panchayat and GRS have many times reminded the Sarpanch for performing his lawful duties but all their suggestions went in vain.”

“The BDO Rajwar has also asked the Secretary Panchayat Halqa and Sarpanch Lachampora to maintain discipline so far as the timely payment of wages under MGNREGA is concerned to which the said Sarpanch showed non-compliance, thus violating the guidelines of the scheme and orders of the chair.”

“The undersigned (ACD Kupwara) visited on 28 March to the said Panchayat and informed the Sarpanch to clear the delayed wages within two days, but he failed to do the same”, reads the order.

“As per the report of the BDO Rajwar, while checking the daily MIS reports, it has been found that the concerned Sarpanch has not performed his lawful duty by not clearing the T+8 module, of which feasibility and utility stands well established by all the field staff including technical wing, well within the time frame due to which the Secretary Panchayat has to pay delay compensation without his fault.”

“Keeping in view the facts, pending enquiry into the matter the financial powers of the Sarpanch Halqa Lachampora shall remain suspended till finalisation of enquiry for negligence of duties and till then the BDO Rajwar shall personally look after day to day working of the Panchayat Halqa Lachampora”, the order further reads.
