Directs officers to generate more Man Days, Follow COVID19 SOPs

BANDIPORA, JUNE 20: District Development Commissioner Bandipora Ravinder Kumar Saturday reviewed the status of works taken up by the Department of Rural Development Department under different centrally sponsored schemes.

The meeting was attended by Joint Director Planning Imtiyaz Ahmad, Assistant Commissioner Development Abdul Rashid Dass , Block Development Officers and other senior officers of the district.

On the occasion, DC Bandipora directed the officers to expedite the ongoing works and start works in every village under MGNREGA so that more man days are generated for the benefit of unemployed unskilled youths of these villages. He asked them to maintain the ratio of labour and material component strictly as per the set guidelines.

The Deputy Commissioner stressed upon execution of Works under various flagship programmes as per sanctioned estimates and their completion within stipulated time lines and as per the latest instructions communicated by the Government. It was enjoined upon all the concerned officers to take-up the works in each and every Panchayat of the District (except Red Zone areas), so as to revive the rural economy in view of prevailing situation.

He said the aim of the MGNREGA scheme is to provide jobs to the unemployed and unskilled youth of the villages besides making durable assets in the village under this scheme. He urged the officers to start works in every village so that jobs are provided to the people under the scheme as they have suffered amid COVID19 pandemic and subsequent lockdown. He alo directed the officers to follow the precautionary measures while working to avoid the spread of COVID19.

The Deputy Commissioner reviewed the status of several works under MGNREGA, 14th FC and Back to Village and asked the officers to expedite the pace of works to meet the deadlines.

Meeting discussed threadbare the status of works being carried out under the B2V programme. It was given out in the meeting that during the first phase of Back to Village programme 149 works have been authorized for completion and more than 50 works have been completed till date while work is in progress to complete the left out works.

DC Bandipora informed that the Department of Rural Development is executing these works in convergence mode, spending an amount of Rs 14.40 Crore including state share of Rs 5 Crore, Rs 6.27 Cr under 14th FC and Rs 2.42 Cr under MGNREGA. He said the works are mostly meant for augmenting water supply, electricity, irrigation, flood control besides upgrading education infrastructure.

During the meeting, he reviewed the performance of individual works he sought the Action Taken Report (ATR) from the concerned officers.

Mr Ravinder Kumar directed the officers and executing agencies to ensure completion of all works within the stipulated time frame and stressed for regular field visits to ensure works are executed on time and under set quality parameters.

He asked the officers to work in coordination for achieving all the set targets on time besides gear up their men and machinery for bringing additional vibrancy in the departmental functioning.
