Jammu, August 11: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered FIR No. 17/2025 at Police Station ACB Jammu against multiple individuals, including former revenue officials, for their alleged involvement in the illegal mutation and tampering of land records in Sunjwan, Jammu.
Those named in the case include Aslam Din, then Tehsildar (Settlement) Jammu (now deceased), and Mohd Iqbal Zargar, then Patwari Halqa Sunjwan (now retired as Naib Tehsildar), along with private beneficiaries Mohd Rashid, son of Imam Din, resident of Jalalabad Sunjwan Jammu, and Mohd Mushtaq, son of Bashir Ahmad, resident of Sunjwan Jammu, among others.
According to the ACB, a verification revealed that Mutation No. 689/Jeem—covering land under Khasra Nos. 918, 970, 994, 1024, 1623 & 1623 min in Village Sunjwan, Tehsil Bahu—was fraudulently attested on March 27, 2010, by the then Tehsildar (Settlement) Jammu in violation of the J&K Land Revenue Act. This mutation transferred 15 Kanals 14 Marlas to Mohd Rashid and 69 Kanals to Mohd Mushtaq and others, causing undue pecuniary benefit to the beneficiaries.
The Financial Commissioner, Revenue J&K, had already set aside this mutation in 2017, directing restoration of the original entries. The ACB noted several irregularities, including:
The attestation was done by a Tehsildar instead of a Settlement Officer, exceeding his legal powers.
The mutation entry was made by then Patwari Mohd Iqbal Zargar, despite him not being posted in the concerned Patwar Halqa at the time.
The same mutation number (689/Jeem) had been used earlier in 2008 for the same village, violating Para-9 of Standing Order No. 23-A.
The Bureau stated that further investigation into the matter is ongoing.
